Summary

The world ofOne Pieceis divided into two major factions: the Pirates, who are always searching for treasure and attacking innocent people, andtheMarines, the military force of the World Government that tries to protect civilians from said evil pirates. Needless to say, this story is not as “black-and-white” as it may initially seem because there are as many heroic pirates as there are lackluster marines.

Throughout the series’ extensive run, audiences have been introduced to many marine officers who are terrible at doing their job, regardless of their rank (Captain, Vice-Admiral, Admiral, etc.), and the following are the absolute worst ones so far. It’s important to clarify that this list only includesOne Piececharacters that are considered bad marines for in-universe reasons and not just because they might be unappealing to the viewer/reader.

8Fullbody

He Was Disrespected By Sanji, And Now He’s Obsessed With Hina

“Double Ironfist"Fullbodyis a former Marine Headquarters lieutenant who was introduced during the Baratie Arc, and he immediately came off as a rude and arrogant figure who only cared about going on dates while he was on duty and mistreated the restaurant’s servers. To make things even worse, he tried to get into a fight with Sanji for petty reasons, and he was defeated in a few seconds, further proving that he was all bark and no bite. The Straw Hats did a better job protecting the Baratie from evil pirates than he ever did.

A few days later,Fullbody vouched for Jango in court after they fought an evil pirate crew together, which made him look like a decent guy in the eyes of the audience but resulted in him being demoted to seaman recruit because he had just defended a pirate in court. Fullbody and Jango eventually managed to rise through the Marines’ ranks, but it seems like all they do now is obsess over their new boss, Rear Admiral Hina.

7Ratel

Attacked Innocent Civilians To Obtain Whitebeard’s Treasure

Ratelis a relatively minor character that, despite his brief appearance, left a horrible impression on the audience. He’s a marine captain whoinvaded Sphinx while Marco was busy in Wano looking for the treasure that Whitebeard had left behind in his birthplace. As a result, he and his soldiers didn’t hesitate to threaten, terrorize, and intimidate the inhabitants of this small island.

What was Ratel’s excuse? Well, Sphinx is not affiliated with the World Government, so according to him, the laws didn’t apply there. A pathetic justification that proved how cruel, greedy, and evil he was, and that he didn’t really care about protecting the innocent. Fortunately, however, Whitebeard’s alleged son, Edward Weevil, defeated Ratel with one powerful attack and forced his soldiers to retreat.

6Nezumi

Worked Alongside A Pirate Crew That Took Over An Entire Village

The series’ creator, Eiichiro Oda, is not exactly known for his subtlety when it comes to character designs, andNezumiis one of the best examples of this phenomenon. After all, his rat-inspired appearance immediately tells the audience everything they need to know about him: he’s greedy, corrupt, smug, and opportunistic.

Many years ago, the Arlong Pirates took over the Conomi Islands and terrorized their inhabitants, sparing their lives in exchange for large sums of money. Why didn’t the Marines interfere? Because Nezumi and his soldiers turned a blind eye in exchange for constant monetary bribes. To make things even worse,he even assists Arlong by stealing all the money that Nami had been collecting to buy Cocoyasi Village back from the pirates. Fortunately, the Straw Hat Pirates not only defeated the Arlong Pirates, but they also made Nezumi and his soldiers pay for their actions, and it was very satisfying.

5Axe-Hand Morgan

Abused His Power And Let His Spoiled Son Do Whatever He Wanted

Axe-Hand Morganis a very significant character inOne Piece, as his introduction marked the first time a marine was presented as a corrupt and power-hungry antagonist. He was a marine captain who ruled over Shells Town, abusing his power to terrorize both his soldiers and its citizens, forcing them to pay egregious taxes and executing anybody who went against his wishes.

But Morgan was not alone,because he also had a spoiled son named Helmeppo who did whatever he wanted in Shells Town, since he knew that everyone else was afraid of his father. As a result, Helmeppo let his pet wolf run loose in the town, where he scared and attacked innocent people until Roronoa Zoro intervened by killing the wild animal. Fortunately, Morgan was tried for his heinous crimes after Zoro and Luffy defeated him, which is not something that happens very often in the series. Nevertheless, he was eventually able to escape and didn’t hesitate to disown his son while doing it.

4Vergo

He Was Secretly Working For One Of The Most Evil Pirates In The World

“Demon Bamboo"Vergowas a respected marine officer who rose through the ranks until he became a vice admiral and the head of the G-5 Marine base. Other marines seemed to admire his stern personality and his impressive strength,but little did they know that he was actually an evil pirate who had infiltrated the opposing forces.

In reality, Vergo was one of the most important officers of the Donquixote Pirates, and he remained extremely loyal to Donquixote Doflamingo. He used his position to spy on the marines from the inside and give vital information to his captain, to the point that he discovered that Donquixote Rosinante was a Marine that was spying on their crew, which led to Corazon’s murder. Vergo indirectly caused the death of a fellow marine officer because he never really cared about protecting the innocent, and he was always working toward the goals of the Donquixote Pirates, which is why he was positioned in Punk Hazard, where he helped Caesar Clown develop SMILE and experiment on innocent children.

3Monkey D. Garp

The Hero Of The Marines Does Whatever He Pleases

There’s no denying that, from a viewer’s perspective,Monkey D. Garpis a great character who is aware of the World Government’s corruption, to the point that he even refuses to become an admiral because he doesn’t want to work for the Celestial Dragons. But, within the fictional universe ofOne Piece,Garp’s performance has left the World Government unsatisfied and has made him seem like a lackluster marine in their eyes.

Of course, Garp earned the title of “Hero of the Marines” after he defeated Rocks D. Xebec with the help of Gol D. Roger during the God Valley Incident. But, after that event, Garp did pretty much anything he wanted, which often went against the wishes of the Marines and the World Government. He hid and protected Roger’s son, Portgas D. Ace, he let the Straw Hat Pirates escape, he didn’t get involved in the Summit War of Marineford due to personal reasons, and it is even implied that he’s behind SWORD, a special force made up of renegade marines who are actively working against their government.

2Sakazuki (Akainu)

His Belief In Absolute Justice Is Incredibly Ruthless And Cruel

Every marine admiral believes in their brand of justice, and in the case ofSakazuki(AKAAkainu), he’s an adamant believer in Absolute Justice, which means that he thinks true evil must be eradicated at all costs. This may sound quite noble at first, until it is made evident that he thinks every single pirate in the world is evil, no matter what.

As a result of his ruthless philosophy,Sakazuki has killed both good-hearted pirates and innocent civilians in his mission to eradicate anything he considers evil. While his work often aligns with the wishes of the World Government, he also has complete disregard for his men and didn’t hesitate to kill marine soldiers during the Paramount War for no justifiable reason. Sakazuki is so inherently cruel that he’s feared by both pirates and civilians, which is not a good look for a man who is supposed to be their protector, especially after he became a Fleet Admiral during the time skip.

1Aramaki (Ryokugyu)

He’s So Loyal To The World Nobles That He Sees Everyone Else As Inferior

Despite how ruthless he is, at least it’s evident that Akainu truly believes in his mission to eliminate all evil, even if it may occasionally seem like a misguided delusion. On the other hand, AdmiralRyokugyu(AKAAramaki) is another follower of Absolute Justice, but his approach is completely different because he is very loyal to the Celestial Dragons. He is willing to work for them because he sees everybody else as inferior and believes that discrimination is a good thing.

As a result of his beliefs, Aramaki is cruel, arrogant, violent, and elitist, and he never hesitates to use his immense power to force everyone else to succumb to the World Government. Additionally, he was always seen working for the World Nobles, and it never seemed like he even cared for the innocent people he was supposed to protect. But the worst thing about Aramaki is that, despite his passionate devotion to the World Government, he’s not doing a good job at fulfilling his objectives:he sheepishly fled Wano after he was intimidated by Shanks, and he failed to stop the Revolutionary Army during the Levely, so it’s unclear if even his bosses are happy with his work.
