Furthermore, Sengokuopenly claimed Rocks to be Roger’s most fierce rival, which goes to show that he was even above Whitebeard, who Roger fought multiple battles with.

Neither of them wanted to ally with the other, but the power that Xebec had was so great that they were left with no other choice.
Furthermore, a year before the God Valley Incident, Roger and Xebec clashed somewhere in the world, and it is implied that Roger lost this battle, as is clear from the fact that Roger said he felt awful for the one year leading up to the God Valley Incident, where he had a chance to fight Xebec again.
