Summary
The World Government is a massive institution that spans several countries, all of which aim to please it. Over the years, the World Government has built a reputation for being on the side of the ordinary folks, but fans know that’s just a facade.
But the day of reckoning isn’t far away. Soon the atrocities committed by the World Government will catch up to it. The first sign of its downfall will be the betrayal of the strongest characters associated with it. These individuals have seen the evil the World Government is capable of, so they will cross the organization.
6Kizaru
Kizaru is an Admiral who has served the Marines loyally for years. He has carried out orders without fail and tried his best to keep his superiors happy. Kizaru is a valuable asset to the Marines and the World Government. After all, he possesses an overpowered Devil Fruit, with which he can manipulate light at will.
Additionally, Kizaru has a great degree of proficiency in using Armament and Observation Haki. All these things make Kizaru a formidable fighter, and one that the World Government will hope to keep on its side. But after the events of the Egghead arc, the Admiral might attempt to jump ship. He was forced to attack two of his best friends— Dr. Vegapunk and Sentomaru. Then he saw Jaygarcia Saturn and the other Five Elders openly attacking any kind of living being on the island. These incidents are enough for Kizaru to change his mind and betray the World Government.
5Smoker
Knows That The World Government Covers Up Its Tracks
Smoker is a Vice Admiral and one of the few recurring characters in One Piece. He has a strong sense of justice, and he will do anything in his power to crush the criminals. Smoker’s Moku Moku no Mi plays an important role in his job, and without the Devil Fruit, the Vice Admiral might not have had so much success.
Smoker has improved his strength by learningHaki. Currently, he can use Armament and Observation Haki, but he lacks mastery over them. Unlike most people affiliated with the World Government, Smoker is not blindsided by the organization. He knows what’s right and wrong. He has seen the World Government changing facts to suit their agenda, so he is aware of their dark side. With a strong push, Smoker could certainly betray the organization to reform it.
4Fujitora
Only Cares About Helping The Needy
Fujitora is arguably one of the kindest characters in One Piece. He is among the few Marines who actually value the lives of people and try to help them. Not only is Fujitora compassionate, but he’s also an outstanding fighter. He possesses theZushi Zushi no Mi, a Paramecia-type Devil Fruitthat allows him to control gravity.
Fujitora can use the Devil Fruit to subdue a person by increasing the gravity over an area or just bring down massive meteorites to crush them. He is also an excellent swordsman and wields a Saijo O-Wazamono grade blade. Out of all the Admirals, Fujitora has the highest chance of betraying the World Government. He has already shown that he doesn’t care about upholding fake reputations. Fujitora also helped the Revolutionary Army to rescue the slaves trapped in Marijoa. If he were to uncover more dark secrets, he would certainly leave the World Government.
3Koby
Wants To Change The World
Koby is a member of SWORD, a secretive group associated with the Marines.The members of SWORD have the freedom togo after any target that they like, but it comes at a steep price. In exchange for the liberty, the Marines are exempted from helping out SWORD members.
When Koby was captured by Blackbeard, the Marines made no attempt to rescue him. It’s safe to say if Garp hadn’t decided to help out Koby, the latter would still be on Hachinosu. There is a good chance that Koby will betray the World Government because of how corrupt and evil it is. He has witnessed all these things firsthand, and it’s highly unlikely that he will keep quiet.
2Sengoku
Knows All About The Misdeeds Of The Organization
Sengoku is the former Fleet Admiral of the Marines. He stayed in power for decades, always trying to keep the seas safe from pirates and other criminals. As the personwith the highest authority within the Marines, Sengoku had access to sensitive information.
He knows about almost every bad deed carried out by the World Government, yet he never left. However, it is completely possible for him to change his mind, especially after the events on Egghead Island. Deep down, Sengoku knows that Vegapunk’s transmission was accurate, and if nothing changes, many people will die. So, Sengoku might ally with another group just to overthrow the current regime.
1Monkey D. Garp
He Doesn’t Like The Celestial Dragons
Monkey D. Garp is widely believed tobe the strongest Marine in existence. He joined the organization many years prior to the current timeline and made a name for himself with his strength. In his prime, Garp went neck and neck with Gol D. Roger, even cornering the legendary pirate on several occasions.
Garp has never been one for obeying orders, which is why he declined all promotions once he became a Vice Admiral. He cited his disdain for the Celestial Dragons for turning them down. Garp has not turned his back on the World Government yet, but that might change in the final saga.
