Scopper Gaban used to sail with the Roger Pirates until their disbandment. He traveled with the crew to Laugh Tale, the final island, making him one of the few people to have seen it in the flesh. Gaban’s name has popped up multiple times in the story, but he didn’t make his debut until the Elbaf arc.
In his heyday, Scopper Gaban was able to fend off 100 people, a feat that no ordinary fighter could accomplish. He has access to all types of Haki, and it is safe to assume that he has mastered all three. Scopper Gaban does not have a Devil Fruit, but it has been proven that he doesn’t need one. Despite his superhuman strength, there are still many One Piece characters who can get the better of him.

Despite being the son of the late King Harald, Loki has been ostracized by the people of Elbaf. According to them, Loki killed his father because of greed for power. Since then, he has been kept in chains because of his whimsical nature.
As a giant, Loki’s physical strength is far superior to any human’s. He can easily swat a person as if they were a fly. Loki wields a legendary weapon called Ragnir that can conjure thunderbolts.

Monkey D. Luffy is the captain of the Straw Hat Pirates and the most influential character in One Piece. Luffy’s aim has always been to become the Pirate King and claim the One Piece. However, he understands that it won’t be possible without reaching a certain power level.
Currently,Luffy can use all three types of Haki. Moreover, he can use the advanced version of all of them. Luffy has also mastered his Devil Fruit ability, so he can use it without any repercussions. By combining these abilities, Luffy surpassed many elite pirates, including Scopper Gaban.

Sakazuki is the Fleet Admiral of the Marines. He earned the promotion after a long-fought win over Kuzan on Punk Hazard. With his promotion, Sakazuki became the highest authority within the Marines, meaning that others had to obey him at all costs.
Sakazuki ate the Magu Magu no Mi,which is a Logia-type Devil Fruit, and it grants him complete control over magma. According to Eiichiro Oda, the Magu Magu no Mi has one of the highest offensive powers in One Piece, so there are only a handful of characters that can match its damage output. Scopper Gaban is a legendary pirate, but he cannot contend with someone like Sakazuki.

Blackbeard became one of the most powerful and influential characters in the series in almost no time. Presently, he holds a position among the Yonko, which means he is one of the strongest individuals in the world.
There are two bigreasons for Blackbeard’s insane strength. One of them is the Gura Gura no Mi, and the other is the Yami Yami no Mi. The latter is a Logia-type Devil Fruit that allows Blackbeard to nullify the abilities of others. On the other hand, the Gura Gura no Mi enables him to create tremors, which he can use to lay waste to cities.

Following Garling’s departure, Figarland Shamrock was named as the new captain of the God’s Knights. He wasn’t chosen just because he was the son of Garling, but he was likely selected on his merits. Shamrock made his debut in the Elbaf arc, where he also gave the audience a glimpse of his abilities.
Figarland Shamrock has incredibly strong Haki, and it is likely on the same level as the Yonko. While he doesn’t seem to have a Devil Fruit of his own, his sword has consumed one. Shamrock’s sword can transform into a Cerberus, a mythical creature that predominantly features in Greek mythology. Even an intrepid person like Loki was scared of being attacked by Shamrock’s Cerberus.

Monkey D. Dragon is theleader of the Revolutionary Armyand the most wanted criminal in the world. He used to serve in the Marines but left the organization after learning how corrupt it was. Shortly after leaving the Marines, Dragon started a rebel group that wanted to help oppressed people win their freedom.
Dragon has yet to show off his abilities, but he likely possesses all three types of Haki and an overpowered Devil Fruit. Since the story is the Final Saga, it won’t be long before Dragon discloses his true power to fans.

Shanks is the chief of the Red Hair Pirates. He is among the most gifted characters in the series. Shanks was able to use Divine Departure, a high-level technique that requires mastering armament and conquerors hockey. He was even entrusted by Gol. D. Roger with his straw hat, which can be considered an endorsement by the pirate king himself.
Shanks does not have a devil fruit, but it doesn’t make a difference. He knows how to use all kinds of Haki, and that too at the highest possible level. So far, it has beenconfirmed that Shanks' Observation Hakiis superior to everyone else’s. His Conqueror’s Haki has been lauded by characters like Whitebeard, Luffy, and several others.
