Story Arc
Broly Arc
Broly has always been a fan-favorite character but was only officially added to the canon of the series with the 2018 movie. The main reason why most put him in the conversation of mortals who may be able to match or succeed Beerus in strength is because of a line that Goku stated at the end of the film, where he straight up saidBroly may just be stronger than Beerus. However,Dragon Ballis no stranger to retcons, and this fact has since been changed to make Beerus even stronger.
I was so sure my strength was getting close to its peak, but then this guy showed up and was so much stronger than me! And he’s a Saiyan, just like I am. He’s probably even stronger than Beerus!
As of where the story is right now, Broly has just gotten the hang of his powers, where he fully manifests the strength of his Legendary Super Saiyan state into a controlled Super Saiyan form. Due to the recency of acquiring this power, Broly isn’t on the same level as Beerus. However, his potential is insane, so it’s very possible that if he continues to grow at such a rate, he may eventually become stronger than the God of Destruction.

The fusions between Goku and Vegeta are some of the most beloved characters in the entire series, despite not having a lot of appearances. When it comes to debatingwhether these two are stronger than Beerus, it remains one of the most divisive topics in the entireDragon Ballcommunity, which is mostly because of the retcons the series has done regarding the strength of various characters. The main point here is that if the fusions were made with Super Saiyan Blue, then the resulting combatant would still be weaker than the Destroyer.

However, this is different at the current stage of the story. Since Goku and Vegeta have both unlocked the Divine Technique of the Angels and Gods of Destruction respectively, they are each closer to the power of Beerus than ever before. So, if they fuse while in these states, they will birth a warrior with the best defense and offense possible due to mastery over Ultra Instinct and Ultra Ego. Because of this, this version of Vegito or Gogeta would likely be far stronger than Beerus.
Granolah the Survivor Arc
In the eyes of most fans, the mortal with the highest chance of defeating the Destroyer God of Universe 7 is none other than perhapsthe greatest villain in the entire series; Black Frieza. Due to being brought back to life after the Tournament of Power and being allowed to rampage across the universe, Frieza eventually came across a Hyperbolic Time Chamber, where he got in 10 years' worth of training. This training, combined with his insane potential, gave birth to his most powerful transformation.

This form was Black Frieza, which proved to be powerful enough to defeat Ultra Instinct Goku and Ultra Ego Vegeta with a single punch, while also destroying Gas in just one strike, who was the universe’s strongest mortal at that point. The reason why many believe he can, at least, match up to Beerus is that Goku and Vegeta were both using Divine Techniques when they faced the Frost Demon, to which he simply defeated them with barely any effort. Though more of this form needs to be seen, Black Frieza is likely on Beerus’s level of strength.
